  4. Numbers lie. You can make the numbers say anything you want them to say. Not to mention officers are the ones allowing the hijackings to explode. They are being "fetal" and they're proud of it, and the criminals know it.

    1. The officers being "fetal" is a reult of the hostile anti-police atmosphere that exists in the city from the City administration.

How are the police "allowing" the hijackings to occur? By not being clarevoyant and being on the scene before the crime?

As for not chasing: The City and the Department have explicitly and emphatically stated that there will be no vehicle pursuits.

Technically, it is a "risk versus reward" balancing test. However, any supervisor will be held accountable for bad results from a chase. So they shut them down instantly.
